OK, so I'm an idiot. I figured out that part of the problem was a heater setting issue. The tank was 90 degrees. I found this out when I stuck my fingers in there to do a water change. So, over the course of several hours I dropped the temp back down to 78 and in the process also dropped the SG down to 1.009. He's breathing slower and is looking around like a normal fish would.
However, I did see stringy poop. I need to find a good deworming food. He's already getting pellets with garlic, which may have helped the process of getting some of it out, but I think it would be good to use a proper deworming medication.
